What is rested experience?

When you log out in an inn or major city, you will begin to accrue rested experience. When you log back in, you will gain experience from killing monsters at a higher rate. Once your rested experience runs out, you will progress at the normal rate.

Why are some NPC vendors and quest givers not always appearing? Players have the ability to attack almost all opposing faction NPCs including vendors and quest givers. Please be aware that some quest NPCs might not always be available. If they have been killed, please wait a few minutes for the NPC to respawn.
